As we reported previously, the FCC has approved new rules allowing booster stations to broadcast original content that differs from the primary station. Until now, stations originating such content had to file for an experimental license. With the adoption of the new rules, stations can move forward once the Office of Management and Budget approves the application forms.
Pursuant to the new rules, stations will have to notify the FCC 15 days before initiating these new services. In addition to the rules limiting the amount of originated programming to three minutes per hour, the FCC adopted additional rules including:
An FM station can have up to 25 originating boosters
Applications will be handled on a first come first service basis
Political advertising and political file requirements will apply
No uniform synchronization standards
Adopts EAS-specific notification requirements to ensure that program originating boosters do not negatively impact the public’s receipt of EAS alerts
